New Star 2020

The Organizing Committee reserves the right to cancel competition “New Star 2021” if due to the Coronavirus (Covid-19) situation the decision or recommendation of the national/local Government does not agree to conduct such an event or if the travel restrictions into and out of Estonia will block the Teams for an unexpected period of time. Skaters are advised to seek advice from their relevant government agencies, travel and medical providers regarding travel to any destination country and any restrictions in place. These can change at short notice.
The Organizers cannot accept skaters from the countries, which are on the Estonian isolation list. Further information on countries and restriction on freedom of movement requirements for passengers in Estonia: https://vm.ee/en/information-countries-and-self-isolation-requirements-passengers
The New Star 2021 competition will be held for young and beginner skaters. The New Star 2021 will be conducted in accordance with the ISU Constitution and General Regulations 2021, the Special Regulations & Technical Rules Single and Pair Skating and Ice Dance 2021 and all respective ISU Communications for figure skating and the technical requirements of the Estonian Skating Union for the season 2021/2022.
The results will be calculated according to ISU judges system using judges panel of 3/5 judges.
The competition will be held in the following categories and classes:
Beginners A and B:
2017 and younger; 2015/2016; 2013/2014; 2011/2012; 2009/2010; 2006/2007/2008
Artistic Skating 2015/2016; Pre-Young 2013/2014; Pre-Young 2011/2012; Pre-Young 2009/2010; Young 2007/2008; Young 2002-2006
Single Skating B and C class:
Pre-Chicks 2015 and younger; Chicks 2014/2013; Cubs 2011/2012; Springs, Novice B, Junior B;
Single Skating A class:
Pre-Chicks 2015 and younger; Chicks 2014/2013; Cubs 2011/2012; Basic Novice (ISU Communication 2396); Intermediate Novice (ISU Communication 2396); Advanced Novice (ISU Communication 2396); Junior (Rule 611, 612, ISU Communication 2382)

The Organizers have the right to split and combine categories if the number of participants requires that.
Registration of entries
All ISU-Members and all Clubs, National Figure Skating Federations associated with ISU are invited to the competition in any category and class. However, the Organizer shall have the right to limit the number of skaters from the invited clubs, and split categories if the number of participants requires that.
The deadline for entries is 15. September 2021. Entries must be submitted in a written form (see Entry form). Please provide your contact information (e-mail, phone) on the entry form (Annex 2). For participating, please fill in the entry form and submit it.

50% of entry fee must be paid upon preliminary registration via bank transfer or in cash to competition coordinator. We kindly ask the clubs to make one payment for all its participants.
Deadline for payments is 27. September 2021.
Club can change one skater for another in any category if it’s paid already in period from entries deadline to 24 hours before the drawing. The entire club will not take part in draw in a case of not paid 50% of entry fees before 27 of September 2021. Any changes in entry form has to be made at least 24 hours before drawing. Organizer will not return entry fees. The entry fee will not be refunded in case of withdrawals for any reason, except when the Organizer has to reduce the entries. Payment must be made to:

An electronic draw will take place on September 30 th 2021. Starting orders will be published on competition website: http://newstar.juna.ee/
All participating clubs are asked to send their final entry forms for the draw by September 29 th 2021, 12 p.m.
Planned Program Content:
Competitors are asked to send their planned elements by e-mail to email@example.com by September 27, 2021 at the latest. The Sheet must be filled according to the ISU element abbreviations for the season 2020/2021
Music (equipped with the full name of the competitor, club and category) on CD-R or USB Memory stick must be submitted to the announcer’s desk before the relevant event and picked up from the same place after the event.
According to the ISU Rule 119, the Organizer accepts no liability for bodily or personal injury, or for property lost or damage incurred by any Competitors or any kind of Officials.
The code of ethics
All the skaters, coaches, judges, chaperons should follow the ISU com. 2342. Action against this rule conducts behind itself the disqualification of skater.
Preliminary time schedule will be send to participants one week before competition and it will be available on our website: newstar.juna.ee
The three best-placed competitors in each event will be awarded with a trophy or medal. All competitors will receive a diploma.
All participants and teams must pay the accommodation and transportation themselves.
Recommended hotel for New Star competition participants and guests is Hotel Rocca Al Mare . Hotel is located only 500 meters from Skoda ice-rink and have a good connection with city center. There is possibility to book a lunch and dinner at the hotel for 15€/each. Number of rooms is limited.
Each team has the right to submit protest against the judge’s decision. Protests must be submitted to the Referee of the relevant event at the latest immediately after the event. Upon the submission of the protest a protest fee of 50 EUR must be paid. The referee’s decision is final. In the new ISU Judging Systems no protests can be filed against the judges (see Rule 123), but against the right determination of the executed element or any calculation error. In the ISU Judging System protest can be summited in 24 hours after subsegment (e.g. Short Program) and before the awarding ceremony after the final segment (e.g. Free Skating). Protest must be done in a written form to the referee of the relevant segment. Please read ISU Rule 123.
Protocol will be available at the competition website http://newstar.juna.ee/ The Organizers will not provide print-outs or CD-s.
